Simultaneous Membership Program (SMP) Standard Operating Procedure (SOP)

The SMP SOP is the Reserve Component Directorate.

This document should serve as the common operational document that forms the basis of your own SMP within your organization. It is an update from the previous SOPs that have been produced by various sources and includes Techniques, Tactics and Procedures (TTP) that have been provided by current Subject Matter Experts (SME) in the field. The document can be used by members throughout your formations to assist in building a predictable and sustainable Reserve Officer Training Corps (ROTC) accession pipeline for the Reserve Component. This is a living document that will be updated as policies and procedures adjust or the purpose of maintaining a professional and viable program and best practices are identified.

The purpose of this document is to address and improve the Army National Guard (ARNG) and the U.S. Army Reserve (USAR) management of and participation in the SMP and to provide unit commanders, ROTC Cadre, ROTC Cadets, Officer Strength Managers (OSM) potential cadets, and other personnel involved with SMP Cadets a quick reference guide to the SMP.
